Permit Information and Costs

Types of Permits

Street Vendor
A person who sells or offers for sale any merchandise from inventory located on a vehicle authorized by law to travel on a public street.

Residential Solicitor/Peddler Permit
Going door-to-door in a residential neighborhood.

Documentation Required for a Residential Solicitor/Peddler Permit

  • Applicant must register company name (850) 245-6058.
  • Completed application
  • Health permit: This is required for all food sales. (Deptartment of Agriculture 1-800-435-7352)
  • Vending unit inspection by the Department of Agriculture 
  • Occupational License, peddlers or retail, $61.25 for one year.
  • Photo of vending unit or object from which you are selling.
  • Picture ID of applicant

Transient Merchant Permit
Setting up on private property, i.e. outside a store, parking lot, gas stations, empty lot or out-of-county/state vendor.

Documentation required for a Transient Merchant Permit

  • Applicant must register company (850) 245-6958.
  • Completed application
  • Letter of Permission from the property owner or legal agent: This letter must be notarized and contain the name, address and telephone number of the property owner or legal agent. The date on letter must be within the last six months. 
  • Zoning Certificate (Ed Ball Building, 2nd Floor, 214 N. Hogan St, (904) 255-8300.
  • Health permit is required for all food sales. Department of Agriculture 1-800-435-7352.
  • Vending unit inspected by Department of Agriculture 1-800-435-7352.
  • Picture identification of applicant.
  • Occupationa license, Peddler or Retail, $61.25 for one year.

Sidewalk Vendor Permit
On City right-of-way, zoned commercial or industrial, not private property.

Documentation required for a Sidewalk Vendor Permit

a.  Non-specified Location – Sets up on City right-of-way, moves around.

  • Applicant must register company name (850) 245-6058
  • Completed application
  • Health permit required for all food sales. Department of Agriculture, (850) 435-7352
  • Vending unit inspection by the Department of Agriculture.
  • Proof of general liability insurance in the amount of $1,000,000.00 naming the City of Jacksonville as –co-insured.
  • Photo of vending unit or object from which you are selling.
  • Picture identification of applicant.
  • Occupational License, Peddler of Retail, $61.25 per year.

b.  Specified Location – Set up on City right-of-way, same location every day.

  • Applicant must register company name (850) 245-6058.
  • Completed application submitted to the Jacksonville Economic Development Commission (JEDC) 220 East Bay St. (904) 630-1858
  • Applicant must complete application and site plan for approval before permit can be issued.
  • Health permit required for all food sales Department of Agriculture (850) 435-7352
  • Vending unit inspection by the Department of Agriculture
  • Proof of general liability insurance in the amount of $1,000,000.00 naming the City of Jacksonville as –co-insured.
  • Photo of vending unit or object from which you are selling.
  • Picture identification of applicant.
  • Occupational License, Peddler or Retail, $61.25 per year.

Permit Costs

1 day - $10.00
3 Consecutive days - $15.00
1 month - $35.00
6 months - $150.00
1 year - $250.00

A permit is required in addition to occupational licenses. Permit begins the first day of the month and ends the last day of the month.
